EU organisational model for digital building logbooks
Digital Building Logbooks (DBLs) are an important enabler of Europe’s green and digital transition, helping to improve access to reliable building data and support energy renovation across the EU. While the Energy Performance of Buildings Directive (EPBD, 2024) provides a strong policy foundation, the development of DBLs across Member States remains fragmented, with differing approaches, digital maturity levels, and governance structures.
To address this challenge, Demo-BLog partners VITO have developed an Organisational Model for Digital Building Logbooks. The model proposes a structured governance and interoperability framework that clarifies roles, responsibilities, and data flows across EU, national, and provider levels. By supporting coordination within a federated DBL ecosystem, it aims to enable harmonised implementation while respecting national subsidiarity and data sovereignty.
Through clearer governance, aligned standards, and trusted data-sharing structures, the model helps position DBLs as a strategic EU policy tool that can support interoperability, innovation, and investment across Europe’s built environment.
